O'ahu is by far the most densely populated island in the state; something like 85% of the state's population lives there! That is certainly one of the reasons that its rate is higher than other islands in the state. In fact, Mr. Google tells me it's about two and a half times the density of Santa Clara County (~700/sq mi vs. ~1700/sq mi).
I think there is likely some complacency that has built up from the low case rate earlier, which definitely contributes some to the higher rate now.
I wonder how the large number of military folks on the island contributes to the rate? Military typically tends to vote red; red tends more toward Covidiot than blue; and military people are often moved around. That would appear to make for a higher rate, and a higher possibility of passing it into the community.
