Late reply here, but I agree: The policy against selling single bottles is more about classism than preventing alcoholism. And even more perniciously, it's not even about "Poor people are alcoholics". It's about "Poor people are vagrants". Merchants are afraid that if they sell beer loosies then poor people will loiter outside the store drinking beer and looking scary, driving off other paying customers.
