It makes sense that public schools would have only self-funded, self-organized parties. I mean, school districts can't even provide basic classroom supplies without kicking that over to running bake sales, hitting up the parents, or waiting for teachers to get frustrated and reach into their own pockets. And even if there were a small amount of money for a staff party it'd come with so many public sector regulations attached, like "No booze", "No food that might offend anyone", etc. that you'd probably end up eating crackers-- non-GMO gluten-free crackers-- and vegan cheese.
